Helsinki Business College Ltd’s document transparency description is based on Section 28 of the Act on Information Management in Public Administration (906/2019), which is maintained to help you find information about publicly available data.
Under the Act on the Openness of Government Activities (621/1999), everyone has the right to access public documents held by authorities.
Rights and limitations regarding access to information
Helsinki Business College Ltd is considered an authority under the Act on the Openness of Government Activities. However, as a private vocational education provider, its activities cover only limited statutory public authority duties and the public documents generated within them.
Submitting a document request
We will help you submit a document request. Ongoing matters, their processing stages, and related documents are included in Helsinki Business College Ltd’s case management system, operational information systems, and archived records, which together form its data resources.
Below is a description of our data resources to help you direct your request. It provides an overview of how information management in our services is structured.
Education and competence data resource
The education data resource is a logical data entity that includes information related to applicants, students, as well as the planning and implementation of education.
The information systems related to this data resource include student administration systems, teaching systems, and case and document management systems.
You can view your own data in the following information systems or national data resources:
- The personal study plan, assessments, and announcements and communication can be found in the Wilma system.
- In the national Opintopolku portal, you can view your upper secondary vocational education study records, generally from 2018 onwards. Older records are available in our archive.
- The Personal Competence Development Plan (HOKS) is a practical tool for students and workplace instructors. We retain your HOKS data for five years after the end of your study right.
- National qualification requirements can be found in the ePerusteet (eRuirements) system.
General administration data resource
The general administration data resource is a logical data entity that covers the management and processing of information related to administrative decisions, decision-making, legal matters, case management, procurement, and risk management. Please note that not all of our general administration data materials are public.
The information systems related to this data resource include marketing systems, case and document management systems, and procurement systems.
Working life services data resource
The working life services data resource contains information related to business cooperation, including companies and their contact persons. It also includes systems for workplace learning.
IT management data resource
User data for information systems is centrally managed in IT systems for students and staff only. The related systems include IT equipment and software management systems. Exceptions include guardian accounts, which are handled under the education and competence data resource.
Submitting a document request
Requests for documents from Helsinki Business College Ltd should be titled “Document request” and sent electronically to info@bc.fi.
When submitting a request, please consider and describe as precisely as possible what information you are requesting. Please note that the requested information may be confidential or subject to data protection legislation. We always assess the requester’s right to access the information.
A document request can only be made from an email address outside the organisation (Helsinki Business College Ltd).
Processing requests
Information on a public document will be provided as soon as possible, and no later than two weeks after the request has been submitted. If processing the request requires special measures or a significantly larger workload than usual, the information will be provided or the matter resolved within one month at the latest.
Depending on the type of document, Helsinki Business College Ltd may provide the requested information electronically, on paper, or by allowing access to the documents on site.
